英语的red tape正是“繁文缛节,官僚作风，官僚习气，官僚规定，严苛的规定（则），耗时的程序”之义。英语的red tape在1736年就开始用了，快有300年历史，其含义为official routine or formula(官方流程或惯例)，尤其是excessive bureaucratic rigmarole(极端的官僚主义之繁文缛节)。源自英国(包括美洲殖民地)在17世纪经常用红色或粉红色带子捆扎法律或官方的文件。
